Metro Institute (MI) is the current iCBT provider for the Arizona Department of Agriculture - Pest Management Division (PMD).  MI has been providing testing services in Arizona since 2003.  After our initial success in Arizona, MI was selected by fourteen additional state pesticide regulatory agencies for iCBT exams  Metro also delivers online open-book exams to the South Carolina Pest Control Association and certification exams to Colorado Private Applicators, who may test in the convenience of their own home, via the Internet.

There are many benefits to implementing a well planned iCBT program.

Convenience - The tester is free to take the test Monday through Friday 8:00 AM to 5:00 PM.  In some cases evenings and weekends are possible.  The testing centers can be located in the most populated and or geographically advantageous sites throughout your state to provide even more convenience for your testers. Instant pass/fail notification and test scores by category are provided instantly at testing centers.
      
Security - Our system is designed around security first.  No test is ever sent in its entirety, rather a redundant fire walled database server is employed to send and receive encrypted test questions/answers in small packets a question at a time through our protected web server.  In other words when a tester answers a question the next question is delivered in one or multiple packets.   Even if these packets could be intercepted they would not correspond to answers and would be viewed as random data.  No test data is stored on the local hard drive if any test station.  If a tester were to attempt to leave a test to browse the Internet (Google the answer) they would be prevented and immediately locked out of the test.

We employ many other security features as well including an onsite proctor that verifies the identity of the tester, photographs the tester, logs the tester into the test, explains how to take the test and monitors the testing session visually.

Cost - The cost savings of our system is verifiable.  An example of this is the experience of Arizona Department of Agriculture - Pest Management Division.  PMD has reported a saving of over $140,000 dollars in test administration cost the first year of the program alone.  Metro Institute schedules all tests, collects all testing fees, finds and manages all testing centers, fields the majority of test related logistical questions, provides all software, and necessary hardware and more.

Field Relations - If your inspection personnel have testing duties, iCBT will allow them to be in the field more often.  With the testing duties lessened, your personnel can spend more time visiting companies and individuals and more time performing enforcement duties.  This one-on-one time is a great way to enhance your presence to your constituency.  Additionally, your field personnel can verify identity by pulling up a photo of each certified applicator on their web enabled laptop/pda during a field inspection.

Progress - The EPA and various regulatory official associations have been proposing the implementation of iCBT throughout the states.

Testing "Step by Step"

How to Test:
1. Visit www.metrosignup.com and create an account.


2. With your new Metro account, you will submit an application to be approved by WSDA to test for yourself or employee. Make sure to select the correct license type and pay for the license application fee, if you have not already paid.

3. Upon WSDA approval you will receive an email with a link back to www.metrosignup.com to schedule your exams at the most convenient testing center.


4. The testing fee is $58.00 per exam. Metro processes payments with PayPal and all major credit cards are accepted


5. Call Metro Institute for help with registering, applying or scheduling: 877-533-2900.


6. If you cannot make your exam appointment for any reason, you may reschedule at no charge with at least 24 hours’ notice. No shows or late rescheduling will not be refunded.


7. Don't forget: You must bring your Government issued unexpired photo ID to the testing site. You will not be allowed to test without your photo ID.

Helpful Test Skills"

1. You will have one (1) to two (2) hours depending on the exam to complete each closed book examination. Take your time and read each question and each of the possible answers very carefully.

2. You may skip questions and return them later. You may review any or all the test as long as you have time remaining on the clock. If you forget to answer any questions before selecting the "Finish Test" button, you will receive a warning that you have unanswered questions. You may then answer those questions and then click the "Finish Test" button again to get your final score.

3. You must answer 70% correctly to pass. For instance, on a test with 100 questions you could miss up to 30 questions and still receive a passing score. However, if you miss 31 or more questions you will receive a failing score and then must re-schedule to take the test over again.

4. You will be provided with a simple four function calculator, pencil or pen and scratch paper which you must turn in after completing your exam.

5. Items Not Allowed in Testing Room:
(This list is representative but is not exhaustive. Other items that are deemed to cause distraction to other examinees or put exam security at risk may be prohibited)
• Watches, fitness devices (e.g., Fitbits), cellphone, backpacks, purses, wallets, bags, sunglasses, food or drink, loose change, personal scratch paper, trading aids, pencils, pens, tissues, hats, earmuffs, scarfs, umbrellas, medications (inhalers or diabetic items are exceptions), personal laptops, keys, and work ID badges
• Regarding outerwear, coats and jackets should be stored or hung up outside of the testing room. Exception: Some vendors allow jackets to be placed on the back of testing chairs.

Passed the Test! What Next?

When you complete your exam, be sure and print your score sheet. You will be prompted by the computer to do this at the end of your testing period. If you cannot print from the testing computer, be sure and ask the proctor for a copy of your test results. If you passed your test, the score sheet is your written proof that you have passed that specific exam.

Please review the BOLD text on your score sheet for licensing information. If you failed your test, the score sheet will tell you which "Content Areas" you need to study.

This page will indicate your overall score on the exam (70% or greater is required to pass) with instructions on what to do next. It is important to remember that passing an exam does not mean you are certified. If you have met all other requirements to obtain your WSDA pesticide license, your application will be processed after WSDA review your results.

Failed the Test? What Next? If you fail any of your exams, you may visit Metrosignup.com to schedule and purchase a retake.

Please be careful when scheduling an exam/s as WSDA has a retake policy. If you take exams that violate the policy your exam/s will not be counted. The retake policy includes paper-based exams you may have taken previously, and computer-based exams taken with Metro. 

WSDA Retake Policy

For repeat failures of pesticide licensing exams, an applicant must wait a specified number of days before being permitted to retake that exam. The waiting period is not limited to the calendar year.

  •  If an applicant fails an exam two (2), three (3), or four (4) times, the individual must wait at least fourteen (14) days before being permitted to retake that exam.
  •  If an applicant fails five (5) or more times, the individual must wait at least sixty (60) days before being permitted to retake that examination.
